Letters of July 27th, August 1st and 9th from Mr.
Phillips to Mr. Gaseles. (Local pictorial edition of "Ch' eng
Pao").
We are inclined to agree that increased grant to
Shanghai Committee should be made so that they might bring out
for distribution throughout China fortnightly edition of com-
bined picture and news "Ch'eng Pao" in place of two journals
at present in circulation.
2. Wish to be assured first of all of following:
(1) In order that no interval shall occur between cessation of
London pictorial "Ch'eng Pao" and Shanghai combined "Ch'eng
Shanghai Pao", that arrangements could be made by Committee for a suffi-
cient supply of paper to print proposed journal for at least
a period of six months M Ambassador at Tokyo as you are aware
has been asked to endeavour to obtain from Japan the required
paper. It is almost impossible to furnish supplies from here and we suggest that Committee should try to get them from
Canada if the above source fails.
(2) That Committee can assure us that people of Southern China
who are more familiar with Cantonese, and other similar dia-
lects, will welcome the combined "Ch'eng Pao", which will pre- sumably be written in China and contain articles dealing with
South China politics, and that it will be suitable for them.
Before making definite arrangements the Hong Kong Committee and others in South China will presumably be consulted by the Shanghai Committee. If former do not consider that their
